GRAHAM GOVERNMENT
BACKGROUND:
The Graham Government was a one-party majority Government who expired between the General Elections of 2005 and 2010. His Exc. the State Deputy Simon Delair, Chairman of the People's Government between 1995 and 2005 announced in March 2005 that he intended to step down from the office of Chairman of the People's Government and General Chairman of the Socialist Party. After a very intense and heated, Minister-General Christian Graham from the Canton of the Imperial Federation-Islands were elected as new General Chairman of the Socialist Party. The 25th of June in 2005, he was inaugurated by the Governor of the State at the Lancaster Palace to be the new Chairman of the People's Government.
POLICY AGENDA:
The Government period could be separated in to parts, the first part (between 2005 and the fall 2007) and the second part (from the fall 2007 to 2010).
FIRST PART (2005- FALL OF 2007):
During the first part, the economic policy of the former Delair Government were in much continued. The People's Government massively expanded the public sector with dramatic enlargements of healthcare, education and the public welfare and benefits systems. Benefits levels increased, State funding to public schools and hospitals were widened and large infrastructure and housing projects in the major Cities and urban areas were funded with State means. The People's Government did also introduce several new welfare schemes and subsidies, as for example the ''Seniors Activities and Leisure State Scheme'', the ''Student's Affordable Living Scheme'' and the ''State Public Health Promotion Programme''.
Differences of the policies of the Graham Government in contrary to the Delair Government were the funding of the expansions of the public sector. While Simon Delair was a member of the Socialist Left, Christian Graham was a member of the Socialist Right. When Chairman Delair primary had favored funding of the welfare state expansions with massive tax increases and new taxes (as for example the General Carbon Tax, the State Property Taxation Scheme and the Transport Emissions Tax), Chairman Graham (who belonged to the Right wing of the party) instead primary funded the welfare state expansion with foreign loans, credits and assets.
The People's Government did also retain a slightly more conservative staunch in social and rights issues. While Chairman Delair had championed issues like same-sex marriage, legal gender reassignment without sterilization, rights for undocumented immigrants, LGBTQ+ rights (like the Comprehensive LGBTQ+ Combating School Bullying Strategy, the Equal Opportunities to Blood Donation Provision and the Clinical Facilities Equal Accessibility Act) women's health and DAT-issues: Chairman Graham were more socially conservative and held a more moderate view in these issues. Even though Chairman Graham, a former senior member of the Delair Council of Ministers didn't undo this progressions, the People's Government didn't continue the development of social justice reforms.
Instead the Government took a more conservative staunch in for examples issues concerning surveillance, immigration and public safety. The Graham Government legislated heavily extended possibilities of surveillance for the intelligence community, reduced provisions of the Board of National Intelligence court, extended powers for the law enforcement agencies, largely enhanced penalties on all crimes (but in specific; sexual violence, terrorism crimes and violent crimes) and tougher policy on undocumented immigrants and organized begging.
The Graham Government did also increased military spending, as Chairman Graham was a Socialist Defence Hawke and Chairman Delair a part of the Socialist Defence Doves. The policies on climate change was also slightly reduced and instead, the policies regarding industrial development and business were favored. The Graham Government payed out billions of a-cups in subventions to industrial sectors primarily relating to steel, aluminum, natural gas and nutrition oil, vehicles, IT services, building and manufacturing. The Graham Government's intention was to keep Chairman Delair 2005 electoral promise to not socialize/nationalize any more private assets, corporations, sectors, businesses or property but due to the financial crisis, the promise wasn't kept.
SECOND PART (FALL OF 2007-2010):
The second part of the Governments term almost exclusively was dominated by the financial crisis who stroked down at the world during the fall of 2007. The red lines of the strategy of the Graham Government was massive subventions to industries and the private sector (mostly unrestricted Easy Money Packages), furthermore however enforce nationalization to private companies who threatened with mass-terminations or wage dumping, to expand the welfare state even more to compensate for eventual job losses in the private sector and to loan money abroad from minor banks and Government in primary Asia, the Pacific and Latin America.
The Angalicanian economy and society was hunted dramatically and badly by the financial crisis through major parts of the economy had interest, loans, assets or values in financial institutes both overseas (mostly in the U.S, UK and France) and internally in Angalicania. This included the People's Government who'd loaned for the welfare expansions in over ten (10) years, the latest of them the more. Together with a massive price drop on natural- and biogas, on forestry as well as the important nutrition oil the Angalicanian economy stopped growing and begun to declining. The crisis was the worst in Angalicanian history since State Creation and one for the worst internationally.
The Graham Government presented a crisis package in December 2008 who after several filibusters and massive debate was confirmed. The package included heavy expansions of the welfare state, multibillion subventions to industry and continued nationalization (which led to crisis level of foreign investment confidence). The a-cup continued to drop internationally to historically low levels which the Graham Government responded to with massive tax increases.
The crisis continue today to be one of the darkest parts in Angalicanian history and the Graham Government tried managing the situation out, after the best of their abilities. In the 2010 General Election, the Moderate Assembly took hundreds of thousands of the (primally) rural votes from the governing Socialist Party and the Official Opposition Congregationists also gained massive electoral support. After the election in 2010, the Graham Government and the Socialist Party therefore became defeated, lost a number of both State Deputies and Senators oft the Nation and a Congregationist led Coalition Government (the first in decades) together with the Moderate Assembly were formed.
