The Chief of the General Secretariat is the foremost and official officer responsible for the political leadership and overall management from an general and oversight perspective. Formally the higher officer of the Department managing the foreign relations as well as the chief politician in the organization.

Ministers of State is members of the Council of Ministers and thereby confirmed by the Senate. They're the chief political officers of the People's Government with personal portfolios and together constituent the political leadership of the Department.
SECRETARY OF STATE
The Secretaries of State is the political leaders of the Department and coordinates policy- and legislative affairs of the Ministers. A Ministers of State has at least one (1) Secretary of State. The Secretary works as the extended arm between the Minister and the Department officials and supervises the political Undersecretaries (who doesn't answer under the Governor). The Secretaries is not Councilors of State and thereby not members of the Council of Ministers but rather works as Deputy Ministers: advises the Minister and implements their decisions.
Secretaries of State is a Senate confirmation office. The Secretary works very closely with the Minister responsible but in difference of many other countries, the Angalicanian Secretary of State is an independent office rather than an chief official in the staff of the Minister. Thereby the Secretary of State has an own staff with advisors an legislative assistants. The Secretary of State also presides over his or her subordinate Undersecretaries.

UNDERSECRETARY OF STATE
The office of Undersecretary is maybe the most famous and desirable career-office at a Department. The political undersecretary (subordinate to a Secretary of State) doesn't head an own under department at the Department, furthermore is responsible for a specific portfolio (f.e Undersecretary for Combating Climate Change). Therefor the Undersecretary rather have an own staff with own advisors and assistants.
The Undersecretary is the chief advisor in the People's Government (to the Ministers, Secretaries and bodies) for his or her portfolio. The administrative undersecretary (subordinate to the Departmental Governor) is heading different Manager-Generals and is instead responsible for an administrative portfolio (f.e Undersecretary of Human Resources). As a such the Undersecretary rather supervises the Manager-Generals, it's underdepartments and manages strategic affairs within it's portfolio.

GENERAL SECRETARY OF STATE - DEPARTMENTAL GOVERNOR OF STATE
The General Secretary of State is the highest civilian at the General Secretariat and subordinate only to the Chief of the General Secretariat; the Minister-General. The General Secretary has a similar function as a Permanent Secretary and oversees the daily business and day-to-day affairs within the Department. A powerful official managing foreign correspondence and diplomacy, the General Secretary needs Senate confirmation and manages some unique powers like the power to enact internal, gubernatorial rulings (right to minister-rule) within the Department. Because the Chief of the General Secretariat is a political Minister, the General Secretary is views as the de facto administrative head of the Department.
