The First Cartwrither Government expired between the by-election in 1963 until the general election 1965. The Cartwrither Government was a one-party government of the Congregationist party, the first in 13 years. The Cartwrither Government merged the Departments of Education and the Department of Work and Labor to one new Department. The Department of Industry and Economy were renamed te: the Department of Economic Development, and were given the foreign trade affairs and taken the housing and science policies.

In the first Cartwrither Government, both familiar and new faces could be found. Cartwrither were keen on keeping experience and knowledge from the Brathwell Government (1945-1950) as well as rejuvenate the Government and make room for a new generation of political leadership to be formed.

For example, Aldo McConnaughay, former Minister-General by Foreign Affairs (1949-1950 after the resignation of Ada Flores) in the Brathwell Government returned to his position as Chief of the General Secretariat. Carl M Tilden, former Deputy Minister-General at the General Secretariat became the new head of the Defence Department. Nicola Coleman-Patternson (known under his initials NCP) had served as Minister-General by Interior and Home Affairs under the two last years during the Brathwell Government. He as well returned to his old portfolio. Ivan Manuel Armstrong, former Justice Minister-General did the same.

An other familiar face were Albert De Santos who served as Minister-General of the Education Department during the final year of Brathwell Government after some service as Housing Minister. He did too got his former Department and became Education Minister-General again, now with the jurisdiction of labor and employment policies as well.

For other former Brathwell Councilors, the new Cartwrither Government meant a promotion. Arne Mitchell, the former Minister of Enterprise became Minister-General at the Power and Energy Department. Ernst Montemayor, former Revenue Minister became head of an own Department as well and got the important Economic Development Department with industry, business, commerce and growth affairs in his portfolio. Maybe most significantly, the Minister-General of the Department of Industry and Commerce in the Brathwell Government, Torgny Monteroso, became the new Chief of the Treasury.

Charles Di'Castaglia, had been Prime Minister of Carmichael until the election in 1963 and got a position as head of the Transportation Department. He got also the important personal portfolio of infrastructure. Senator Giacinto San'Buchanan, former Employment Minister during the early years of Brathwell Government and since 1948; Leader of the Congregationist Party in the Senate, got the Health and Public Welfare Department. Deputy Thad Cotreras, former Secretary of State at the Education Department had held several political positions in the Deputies: for example Deputy President of the Chamber, Chairman of the Natural Resources Committee and Manager of Legislative Affairs. He got promoted to be the Minister by Employment. Warner Marquéz, former Minister by Aviation became President of the State Council as well as Council Majority Leader in the new Economic and Social Council. Gerth Allen-Sanchéz, Secretary-General of the Congregationist Party were appointed Associate Cabinet Minister of State and Postmaster General of State; overseeing the Angalicanian Postal Service and heading the NACPP - the National Allowance Committee of Political Parties. Renard Sampson, who were a sucessful, congregationist cantonal politician in the Imperial Federation-Islands (and it's Minister of Finance most recently) became Minister by Overseas Development.

The Cartwrither Government included several new names as well, rising stars who should be perform successful political careers in the years following. First and foremost Cartwrither (under a certain amount of critizism) appointed all members of the Committee of Christian Democracy, to the Council of Ministers. Deputy Frank Marlon, who was also the Leader of the Congregationist Party in the Deputies was one of the few persons who relatively free could pick a position of choice (outside of the Executive Committee positions, reserved for more senior politicians). He chose the Department of Agriculture and Fisheries and became it's Minister-General.

Deputy Norman Di'Sacramento became Minister by Price Control and Wages. He were a former Cantonal Senator in Llianes. Deputy Keith Leyland, a former Public Safety Counsel in Hectoria, Sarteni Paeuley had previosly served as Chairman of the Congregationist Policy Committee in the Deputis and became Border Control and Local Government Minister. Deputy Alan Navarro-Salazar, former President of the Craftburg City Assembly in Charts Bastia, and until now Deputy Executive Whip, became Social Security and Pensions Minister. Most prominentaly, Deputy Anderson Scott (former Mayor of Maúrkene, Carmichael and Deputy Leader in the Chamber of Deputies) became Foreign Trade and Commerce Minister. Deputy Eelia Michaelsen (former Mayor of Maibelhov, Roseport) became Housing and Research Minister, however after some fuzz because of the willing by some of Cartwrithers staffers to keep her out of significant positions, with juniority and gender as reasons.

Other new Councilors of State were for example Mario Crawford, the Campaign Manager which led the Congregationist during the election campaign in 1963. He were rewarded with the so typical position for sucessful campaign managers, Second Cabinet Minister of State and Permanent Secretary of the Council. Patrick Kemerny had previosly been Prime Minister of Metropolium, even though a pretty young age. He were appointed to the important Revenue and Taxation portfolio.

Senator Mattias Galloways was another young and new politician appointed to the Council of Ministers and was a former Assemblyman of Campiari, Mercani. He was a trained intelligence officer and recieved the Security and Corrections portfolio. Roberto Bichler, Cantonal Minister of Industry in Guardenia and a long time friend of Cartwrither with an experience in the business and manufacturing industry (former BCA official) were appointed Business and Enterprise Minister. Deputy Odd Bianchello, Deputy President of the Chamber became Minister by Natural Resources, Land and Rural Affairs. He were an former Autumn Islands Cantonal Senator. Giulio Acosta, Counsel of the Adenport Department of Housing and Development (and former transport business executive) were appointed Aviation Minister.

Cartwrither did also appoint Umberto McKenzie-Cochran to the Council of Ministers as Attorney-General of State. It however weren't without problems. McKenzie-Cochran were not Cartwrithers natural choice, first he wanted to nominate Urquarth Thompson. Thompson were the Minister by Justice at the Imperial Federation-Islands and the former General Counsel of the Congregationist Party. However, Thompson was a ultraconservative politician. He clearly declared his resolute intention to open state prosecution towards the General Assembly because of the legalization of abortion, homosexuality and judicial divorce (during the Willhard Government) which he saw as unconstitutional. He wrote a long article in the Soyeschilla Daily Mail the day after his nomination became clear that he and his Office after the confirmation of him as a Councilor of State, would open prosecution towards every Deputy and Senator voting in favor of the policies as well as every women doing an abortion, every doctor performing such an ''murder'', every open homo- or bisexual person open out in the public and every person suing for judicial divorce.

The Senate Socialists (who had an majority in the Senate), especially the Socialists Senators serving on the Constitution Committe, became extremly inconvenient with his position. Cartwrither understood the arguing but saw the confirmation of Thompson as a remission to the more Conservative Parts of his Party, who still found a bit of anger after the Cartwrither coup in 1960. However the Senate Socialists, against convention decided to stop the nomination and vote against Thompson as Councilor of State. The Moderate Assembly Senators declared that they would allow open voting officially: but which in practical outcome should result in all that Moderate Assembly Senators voted against the confirmation.

Cartwrither then withdrawed his nomination and nominated McKenzie-Cochran instead. McKenzie-Cochran were  the Solicitor General of Vecchio Harbor and had during his legal studies served in the City Council of Velvet for the Alliance for Law and Obedience, an hard-wing conservative party. McKenzie-Cochran had however left politics since then and had served as a criminal justice prosecutor and Chief Prosecutor of Vecchio Harbor. The Socialist Senators were very doubtful of his policies but allowed in order with practice of the Senate, the nomination to be passed and thereby confirmed.
