ABOUT THE CARTWRITHER GOVERNMENTS:

The Cartwrither Governments expired between 1963 and 1972; and was a decade influencing the 60s and 70s Angalicanian politics significantly. The People's Government were under that period led by the strong man of the Congregationist Party: Joseph Cartwrither from the Canton of Mt. Levrain. The Cartwrither Governments began a 15 year long period of unbroken, blue and christian democratic governance of the State of Angalicania and the Imperial Federation-Islands. Significantly under the era, was the integration of Angalicania to the European Community and the economic boom lasting under the 1960s. 

Important figures under the Cartwrither Governments were the so-called Committee of Christian Democracy: Anderson Scott, Keith Leyland, Frank Marlon, Norman Di'Sacramento, Alan Navarro-Salazar and Eelia Michaelsen.

Personal and Political Staff for Chairman of the People's Government Joseph Cartwrither.

ABOUT JOSEPH CARTWRITHER:

Joseph Cartwrither (born 1915, Fiercemorney Plaza - Mt. Levrain) was the Chairman of the People's Government between 1963 and 1973. He led three Governments and were the first Congregationist head of government in thirteen (13) years. Cartwrither were born in a wealthy family of business. His father, Kenneth Cartwrither (1889-1975) were the long time President/CEO of the vehicle company M.D.C Motors Inc. His mother, Jeanine Cartwrither (nee Thorninger, 1893-1978) come from a family of society in Velvet. She served as Chairwoman of the Board of Trustees by the Bulletin of Standards during Cartwrithers childhood. The Bulletin of Standars was a weekly newspaper and the only current existing coordinating organ for the former imperial and noble societal families of Angalicania. Cartwrither were oldest of four children (Joseph, Carl, Althea and Francesco).

After compulsory training in 1935, Cartwrither studied law and philosophy at the Adenport University. Between 1935 and 1940, Cartwrither performed his legal and philosophical studies which resulted in a Ph.B and LL.M. Under his studies, Cartwrither became Captain of the Adenport University Soccer Club, Chairman of the Conservative Student Association and Chairman of the Christian Democratic Study and Student Society. He begun his party political engagemang as Member of the National Executive by the Official Student Association for the Christian Demoractic Party. The last year Cartwrither also served as it's President.

In the 1938, Cartwrither interned for Councilor of State Ada Flores at the Office of Development. After his internship, Cartwrither were offered a job as Political Associate in the Office of Ada Flores; first at the Office of Development and later at the Foreign Trade Department. Cartwrither accepted and later when the Department were abolished (and merged with the General Secretariat in the later 1939) Cartwrither followed Ada Flores and continued his service, specializing at international trade and commercial development.

Under the same time, Cartwrither was hired as an Assistant Associate at the Robertson & Co. specializing in commercial law. Under his job at the bureau, Cartwrither got an important network and contacts in the business and with lawyers, which under his political career should be important. The owner of the bueau, Marnard Robertson, were impressed of the young lawyer and his skills. Cartwrither and Robertson became close friends and Robertson a mentor for Cartwrither who later introduced him to important people in politics, business and the judiciary.

After performing his studies in 1940, Cartwrither continued his job at both the General Secretariat and the bureau (in the later he got promoted to being an Associate). Under the early war, Cartwrither enlisted himself but were only called for border patrol service, primarly under weekends, evenings and holidays. From 1941 and the Nazi attempts of invasion, Cartwrither were formally drafted and got stationed to the Navy. He finished his jobs and took therefor full-time military service.

From 1941 to 1943, Cartwrither served in the People's Navy. He were commissioned a service of Ensign Cadet and recieved the grade of Lieutenant Commander in the last time of the war. Even through the Office of Councilor Flores had insured him that arrangements could be done to keep him in the Secretariat, Cartwrither had insisted to participating in the war.

Cartwrighter did mainly serve at submarines at different naval bombers to protect the Nazi invasion attempts. He did command two ships during his service, PNC-332 and PNA-22. He did also fought physically as a commanding soldier at the eastern front during the final years of the War.

During a christmas permission in 1942, Cartwrither married Grace D'Soleacosta (1919-2004) in his hometown church of Fiercemorney Plaza. They has met under one for Cartwrither weekend services in the border patrol during 1939 where D'Soleacosta worked as an undernurse. They met repeatedly every time Cartwrither served in the patrol and continued to meet when Cartwrither got enlisted to the Navy. Toether they they got three children after one misscarrying; Michael (born 1943), Rosemary (born 1945) and Christopher (born 1946).

In 1945 after the war ended, the Cartwrithers returned to the Canton of Mt.Levrain. Cartwrither had survived the battles of the war but got several injuries, for example in the shoulder and the back. He were thereby advised to leave the military and perform a civil career instead. Cartwrither, who under the war had fought both against- and with different of ideological and political powers were deeply coloured by his experience. Already interested in philosophy, politics and law he ran for the 1945 general election and to the Chamber of Deputies from the stronghold Consgregationist constituency of Mt Levrain.

Cartwrither, only 30 years old, were one of the youngest candidates for the General Assembly ever before. Junior as he was, the Congregationist Party (at that time called the Christian Democratic Party) put him 3rd place at the voting ballot. The Congregationist had earlier only got one (1) of the three possible seats from the constituency which Cartwrither ran from, and were therefor seen as unlikely to come to the Chamber. The 1945 election became however a landslide victory for the Congregationists, seen as a gift for the steadfast leadership during the war. One of the most successful Cantons were the Mt. Levrain and in the constituency which Cartwrither ran from, the party won all three (3) seats possible, which meant that Cartwrither were elected.

Cartwrither had already met Isaach Brathwell (now Chairman of the People's Government) when Brathwell were a Councilor of State during Cartwrithers time at the Robertson Co. Marnard Robertson and Isaach Brathwell were former colleagues and that way became Cartwrither introduced to him already during his studies. In addition, Cartwrither who had worked for Councilor Flores (now Foreign Minister) had a large network in the foreign affairs capacity. He had also been President of the Congregationists Student Wing and therefor had participated in meetings of the Party Executive.

Cartwrither were immediately seen as a rising star and a name to consider for the future. Immediately after the election in 1945, he were asked to joint the Council of Ministers at the direct invitation of Chairman Brathwell and Minister-General Flores. He were offered a position as Minister of State with responsability of Students, Youth, Sports and Culture. Due to his lack of experience and juniority, Cartwrither first declined. Chairman Brathwell however asked him to think about it, eager to early create new names of the future Congregationist party and rejuvenate the political leadership. He commanded the Chairman of the Joint Caucus to appoint him as Caucus Secretary for Youth and Sports Affairs and the Leader in the Deputies to put him at the Health Committee.

In the later fall and beginning of winter by 1945, Brathwell returned and asked him once again to join the Council of Ministers. After a couple of months by reflection and following a resignation of the Minister of State by Social Services to become a top U.N official; he offered him a position as Minister of State by Social Security. Cartwrither once again hesitated. Brathwell then invited him and his wife Grace to the Highland State, the official country residence by the Chairman, and tried convincing him. After some advice from other young christian democrats (who saw it as a possibility of getting a representative in the Executive) he accepted the position. He was confirmed by the Senate with unanimous consent. 30 years old, he became the youngest Councilor of State since the fall of the Facilid Reign.

In the fall of 1948, the Minister-General at the Department of Health and Social Development resigned after a long service beginning already under the 1920s. Brathwell then appointed him as Minister-General to secure that experience and competence from the Department were continued in the highest political leadership of a important Department managing welfare and social services programmes.

After the election loss in 1950, Brathwell returned to the Chamber of Deputies. He were appointed Manager in the Committee of Health and Social Affairs as well as Deputy Leader in the Chamber of Deputies. After the election in 1955, he were elected Chairman of the Joint Party Caucus as well as transitioning to the chairmanship in the newly won Health and Social Affairs Committee. He continued as Deputy Leader in the Deputies.

In 1958, he became Second Chairman of the Congregationist Party on the Congregationist Congress in Leccenborg. However, he were refused the position as Leader in the Deputies, elected by his fellow Deputies collegues. Cartwrither took the loss of the leadership very bitterly and were forged committment to do revenge of what he saw as a betrayal. Instead, Cartwrither continued as Chair of the Joint Caucus in addition to his Second Chairmanship and also got the chairmanship of the powerful Committee of Budget and Appropriations.

After the election 1960 he and his Committee of Christian Democracy ensured his position as General Chairman. After the win in the 1963 by-election, Cartwrither were inaugurated as Chairman of the People's Government.
